The NCW Digital Access Coalition is teaming up and taking action to bridge the digital divide.
The Digital Access Commitments Campaign is a regional effort led by the NCW Digital Access Coalition and NCW Tech Alliance to support digital connection, confidence, and opportunity across Chelan, Douglas, Grant, Ferry, Adams, and Okanogan Counties.

We believe everyone should have the opportunity to use technology in ways that support their work, learning, health, and daily life. Closing the digital divide takes partnership, and every action — big or small — helps move our region forward.

Organizations are invited to make a commitment that strengthens digital access in their community. This could include improving digital tools, creating outreach materials, offering staff training, building new partnerships, hosting a Digital Access Month activity in September, or launching another project that helps people get connected and build digital confidence.

Digital Access Commitments Campaign Rubrics

These rubrics are designed to help organizations identify where they are today and imagine practical next steps for strengthening digital access in their community.

They are not meant to be a scorecard or compliance tool. Instead, they provide a simple framework for thinking about digital access work across different focus areas, from early activity to more connected, sustainable, and community-informed approaches.

Each rubric is organized by sector and shows a progression from:
1. No Engagement Little or no current activity in this focus area.
2. Emergent Activity Early or occasional efforts, such as one-time workshops, basic resource sharing, or limited access support.
3. Connected or Replicable More consistent, coordinated, or partnership-based efforts that can be repeated or expanded.
4. Iterative Innovation Ongoing, community-informed work that uses feedback, data, partnerships, and learning to improve over time.

The goal is to help partners see that a digital access commitment can start anywhere. An organization might commit to launching something new, strengthening work already underway, moving from one-time activity to a repeatable program, or building stronger partnerships to expand reach.

Apply for a Microgrant

As part of the 2026 Digital Access Commitments Campaign, microgrants of up to $2,000 are available to help partner organizations bring digital access ideas to life across North Central Washington.

Funds can support activities such as digital skills training, outreach, accessibility improvements, digital navigation, community engagement, or a Digital Access Month activity in September.

Applications open July 1, 2026 and close July 31, 2026. Awardees will be notified by August 11, 2026.

To be eligible, organizations must submit a 2026 Digital Access Commitment, use funds to support digital access in North Central Washington, provide a brief impact update, and send a representative to the Cybersecurity Summit + Tech Trailblazers event in Moses Lake on October 7, 2026.

Building Digital Confidence, Safety, and Connection for Older Adults
Okanogan County
Since 2023, Methow At Home has delivered our Tech Tuesday's program - alternating digital skills learning sessions with individual support at Tech cafes to help older adults navigate new technologies, trouble-shoot use of common devices like smart phones and tablets, and promote online safety. In the last year, nearly 400 participants have attended 49 sessions, and we remain committed to empowering seniors in our community - supporting access to critical online resources for health, social connection, and financial security.
Equitable, Safe Digital Access for Every Student
Chelan County
Wenatchee School District is committed to ensuring every student has equitable access to reliable devices, connectivity, digital learning resources, and the support needed to use them confidently. We will continue investing in one-to-one devices, robust infrastructure, instructional technology support, and digital skills development. We also commit to providing safe, age-appropriate access through content filtering, cybersecurity safeguards, and responsible digital citizenship practices that protect students while preserving meaningful opportunities to learn, create, collaborate, and prepare for their futures.
Empowering Youth Through Digital Skills, STEM, and Opportunity
Grant County
In 2026, Boys & Girls Clubs of the Columbia Basin is committed to expanding digital equity by increasing access to technology, digital literacy, and STEM learning opportunities for youth, especially those who need us most. Through programs like Computer Science Pathway, DIY STEM, Digital Navigator resources, and trained staff, we will equip young people with the skills and support needed to succeed in school, prepare for future careers, and become innovative, caring, and responsible citizens who strengthen our communities.
Closing the Technology Gap: Free Digital Tools and Training at NCW Libraries
Chelan, Douglas, Grant, Okanogan, and Ferry County
NCW Libraries is committed to digital equity by providing free access to technology services—computers, Wi-Fi, printing, and more—at all 30 branches. We offer teleconference booths, STEM tools, Wi-Fi hotspots, tech support, and digital skills training to support our rural communities. Through ongoing partnerships and innovation, we work to close the technology gap and ensure everyone has the tools they need to thrive in a connected world.
Building Digital Confidence Through Free Wi-Fi and Community Learning

Pybus Market Charitable Foundation plans to use these funds to support ongoing digital access initiatives, including technology resources, digital literacy programming, and community education opportunities. Funding will help us continue providing free public Wi-Fi and expand educational opportunities through Pybus University, including partnerships with NCW Tech Alliance for AI and digital skills training available to the public. This support allows Pybus to continue serving as an accessible community resource where residents and visitors can connect, learn, and build the skills needed to participate in an increasingly digital world. Grant funding will help ensure these opportunities remain free, welcoming, and available to all members of our community.
Expanding Safe, Reliable Digital Access in the Upper Okanogan Valley

Digital Access for the Upper Okanogan Valley 1. Initiate use of private and furnished office as an accessible Telehealth Access Point (TAC). 2. Increase the usability of the TAC through use of adaptable accessory devices 3. Launch a formal Digital Cafe quarterly. 4. Continue conducting digital classes. 5. Provide free co-work space to increase availability of community high-speed digital access. 6. Enable opportunities for community agencies to use the center as a safe and private digital access point for services.

We are planning a training event at the Grand Coulee Senior Center. Our demographic will be those over the age of 55 with limited experience with technology.
Advancing Accessible Technology and Independent Living for People with Disabilities

Central Washington Disability Resources (CWDR) is committed to expanding digital access for people with disabilities by providing digital literacy support, connecting individuals to affordable internet, devices, and assistive technology resources, and helping consumers confidently access online services, employment, education, healthcare, and community resources. We will continue collaborating with regional partners to advance digital inclusion and ensure technology is accessible, equitable, and supports independent living for all.
Making Transit Information More Accessible for Everyone
Chelan and Douglas Counties
Guests rely on Link Transit to reach work, school, healthcare appointments, shopping, recreation, and other essential destinations. Two major priorities in Link Transit’s ten-year strategic plan are modernizing technology and improving the guest experience. These priorities include implementing digital schedule information at select bus stops and providing real-time transit information through Link Transit’s website and mobile applications. Recognizing that guests have different abilities, needs, and ways of accessing information, Link Transit is committed to making transit information accessible to everyone.

FYRE's 2026 pledge is to ensure digital equity efforts reach young people in Okanogan County furthest from digital access. This means providing phones and data services for unaccompanied/unhoused young people, young people in recovery, any young person who is a survivor of hurt, harm, or crime, and/or youth who need digital access to unlock greater opportunity via education and employment. Our goal is to remove digital barriers so more people can connect with timely, confidential mental health services regardless of where they live or their level of digital experience.
Connecting People to Outdoor Opportunities Through Digital Access

In 2026, TREAD commits to expanding digital access by providing online recreation resources, current project information, and using technology to connect more people with outdoor opportunities. We will increase digital outreach and ensure our online resources help residents and visitors discover, safely enjoy, and help care for North Central Washington's public lands.
Bridging Digital Access to Legal Services, Justice, and Opportunity
Chelan, Douglas and Grant Counties
WIJ will continue integrating digital navigation into its legal clinics & community outreach by helping participants create email accounts, navigate USCIS online tools, complete online forms, access virtual legal resources, & connect with trusted community services. A key priority will be assisting former clients of Alexandra Lozano/Luz Legal in accessing their digital immigration case files. By providing culturally & linguistically responsive digital assistance, WIJ is reducing barriers to justice & ensuring that technology becomes a bridge to legal access rather than an obstacle.
Expanding Digital Device Access for Families and Essential Services

OCCDA pledges to expand digital access for families by launching a Family Digital Device Lending Program. Guided by community feedback, the program will provide temporary access to laptops, helping families complete essential online tasks that are often difficult on mobile devices alone. This initiative will help reduce technology barriers and improve equitable access to essential online services.

In 2026, Evergreen Mountain Bike Alliance Central Chapter will improve digital access to local mountain biking and trail stewardship opportunities by creating clear, digital resources that help community members find appropriate trails, understand trail conditions and expectations, and confidently participate in rides, programs, and volunteer opportunities.
Connecting Cultural Craftsmanship to Digital Entrepreneurship

In 2026, Parque Padrinos commits to helping Wenatchee’s Latino community participate in the digital economy through hands-on entrepreneurship. Spanish-speaking students in its Wednesday sewing classes will create traditional embroidered blouses, learn to market and sell their products through Facebook and Marketplace, and use digital payment platforms such as Venmo and Apple Pay. By connecting cultural craftsmanship with digital tools, Parque Padrinos will support immigrant families in building skills, confidence, and sustainable small-business income.
